Policy baseline
Regular work: 8 hours per day baseline, configurable by employee schedule.
Overtime: default 25 percent premium after standard hours.
Night shift: default 10 percent premium for 10:00 PM to 6:00 AM work.
Holidays: regular and special non-working multipliers are policy records, not code constants.
Statutory: SSS, PhilHealth, Pag-IBIG, and withholding tax tables should be versioned by effective date.
